City of Humboldt

For over a decade, the City of Humboldt has looked to ISG as their trusted partner. On over 75 projects, ISG has served as an extension of the City’s staff, remaining responsive to their needs and committed to providing right-sized solutions that improve the quality of life for their nearly 4,800 residents. From downtown revitalization efforts to on-call flood modeling and prevention plans, ISG has built a relationship with the City that has helped to drive their vision for strategic growth and guide them in making responsible investments that not only maintain, but continually improve their infrastructure.

  • Long-term partnership working as an extension of City staff.
  • Providing reliable service and right-sized solutions that improve quality of life.
  • Focus on community engagement to align development with local needs.
  • Worked with the City to maximize funding and grant opportunities
  • Prioritized infrastructure improvements to support economic growth and sustainability.
  • Delivered comprehensive engineering solutions, from planning to construction, across diverse project types.

Project Highlights

Sumner Avenue Improvements

Bolstering a thriving Downtown, improvements along Sumner Avenue were strategically executed in stages to drive economic development while minimizing disruption to downtown businesses. Throughout the project, ISG engaged with the community to ensure the plans met local needs while delivering a high-quality and sustainable pedestrian experience.

  • Phase 1 involved streetscaping improvements along four blocks of Sumner Avenue—including pedestrian crossing enhancements, streetlighting upgrades, sidewalk reconstruction, and the implementation of green infrastructure for stormwater management—and was funded in part through Tax Increment Financing (TIF).
  • Phase 2 focused on resurfacing Sumner Avenue with a $900,000 Surface Transportation Block Grant (STBG) that ISG helped secure.
  • Phase 3 extended streetscape lighting along Sumner Avenue, the primary Downtown corridor, to an entrance off the highway to draw people Downtown.

Eagle Ridge Nature Trail + Pedestrian Bridge

Building upon the outdoor recreation and quality-of-life features that make Humboldt a great place to visit and live, this extension of a popular nature trail creates a safe and direct route for pedestrians to walk along the highway, connects a neighborhood and local school district, and supports expansion of the City’s park system. It also establishes a 270-foot pedestrian bridge over the west fork of the Des Moines River. Sponsored in part by Humboldt County Conservation and over $954,100 in Transportation Alternatives Program (TAP) funds, construction completion is expected in the summer of 2025.

Three Rivers Industrial Park

To maximize growth opportunities for new and existing businesses and meet a growing demand for industrial space, the City of Humboldt partnered with the Humboldt County Development Association to tackle their biggest development effort yet. Spanning over 120 acres, Three Rivers Industrial Park was carefully planned with multiple boards and stakeholders and is being developed in four phases. ISG provided comprehensive planning and design services and is working on executing Phase 1, which includes mass grading and design for water mains, sanitary sewer, storm sewer, and stormwater detention.

Humboldt Business Park, Phases 1 + 2

Further strengthening the economic backbone of their community, a necessity for thriving communities, the City partnered with ISG to transform a brownfield site into a business park. The project included designing nine lots for business expansion and implementing the City’s first stormwater management system to prevent downstream flooding and other negative impacts.

Roadway System Maintenance

Over the past decade, the City of Humboldt has partnered with ISG to provide safe and reliable streets that reflect a high standard of living. This has involved maintaining a comprehensive pavement management program, including patching, resurfacing, reconstruction, and sealcoating. The City has invested millions in this effort, with major projects valued at $1.6 million and $3 million. Through close collaboration with ISG, Humboldt has extended the life of its roadways by strategically refining and updating its pavement management plan, ensuring effective, long-term service to the community.

Housing Development

The City has worked with ISG to creatively address and supplement Humboldt’s housing options. Through a multi-phase subdivision project, ISG helped deliver lots that led to the construction of houses, attracting new residents and current residents looking for starter homes. ISG has also worked to introduce development partners that could help bring multi-family options to Humboldt. Prioritizing a proactive approach, ISG continues to work with the City to identify housing solutions that meet residents where they are.
